Abstract

Decentralisation and language policy: what linkage for participatory development?

After the advent of a centralised management of power, Burkina Faso’s leaders, thanks to democracy, have embarked on the process of decentralisation; a process that should allow the participation of the population in development. This is a noble ambition, but it should be noted that the language issue has not been taken into account. This raises the question of which languages should be used in the decentralisation process for participatory development.   Based on documentary research and observation, it appears that local languages should be given a prominent place in the decentralisation process.   This could be achieved through the introduction of regional French and regional bilingualism.
